The National Consortium for Advanced Policing (NCAP) provides support to the Los Angeles Police Department’s National Counter-Terrorism Academy (NCTA) program. The 30-hour course provides mid-level law enforcement officers with Intelligence-Led Policing (ILP) and counter-terrorism instruction.
The course provides students with background on terrorist operations and motivations of particular concern to law enforcement, including the techniques terrorists use to communicate, how they obtain financing, and underlying socio-political conditions that can lead to terrorism. These topics then provide the basis for learning more advanced techniques on expanding jurisdictional awareness, analyzing intelligence, expanding information collection, and evaluating performance in order to assess strategic impact – all within the context of ILP.
